To create Custom Role in Compliance Center

1. Navigate to https://compliance.microsoft.com/?rfr=AdminCenter using Global Admin or Compliance Admin credentials.
2. Click Permissions in the left pane.
3. Click Role in the right pane
4. On the Roles page, click Create
5. Add Name and Description of the role and click Next
6. Click Choose Roles
7. On the Choose roles page, click Add
8. Select Information Protection Reader role and click Add
   
9. On the Choose roles page, click Add
10. Select Sensitivity label Reader role and click Done
11. Click Next and click Choose Members
12. On the Choose Members page, search the user who need to have this role for authentication in Get Label
13. click Add to add the user
14. Repeat the same process for adding multiple users
15. Click Done after adding the necessary users
16. On the Choose Members page, click Next
17. Review your settings and click Create role group
18. After completing the process, newly created role will be visible in Compliance center roles page.
