Cause

Clr Enabled value for the Backup Exec database instance is set to 0 after upgrade to Backup Exec 22. During and upgrade the Backup Exec database is detached from SQL 2014 SP3 Express BKUPEXEC instance then attached to the new SQL Express 2017 Express BKUPEXEC64 instance.
