Cause

OpenVMS clients are unique in that they only run BPCD to communication to Master/Media servers.
The latest releases of NetBackup use PBX and certificated connections between hosts. Therefore, there is no way a VMS client can communicate using newer methods that utilize PBX and Certificates in the latest releases of NetBackup.

When the OpenVMS policy is enabled for Multiple Data Streams, the NetBackup Master will attempt to connect to the client for Streams Discovery and fail because of the incompatible communication methods.

Solution

Disable "Allow multiple data streams" in the policy attributes
