Problem
After changing the tape library hardware configuration [eg. replacing the tape drive], concurrent backup jobs may not work.
Additionally, after deleting jobs and devices from the Backup Exec console concurrent backup jobs may not work.
Possible Symptoms:
> Backup jobs may show status as running, but not all backup jobs will show a byte count.
> First backup job may show status as running, while the other backup jobs would remain "queued", "Ready, no idle devices", or "No writable idle device are available"
Solution
Navigate to Backup Exec Storage Tab
Right click each Robotic Library partition and / or device pool
Click Properties
Add in the new or replaced drive to the Partition. Add the number of drives required to be used by the partition.
Click Apply

More info when using partition setup:
If a tape library has multiple drives [eg 2 drives], and slots are configured as partitions, then the number of backups that can run at the same time would be the number of tape drives associated with the partition. The backup jobs in such a scenario are targeted at partitioning and not at any device pool.
The issues that might be seen are:
Concurrent backup jobs on partitions [backup targeted to the same partition or different partitions] may not work if the tape drive is replaced in the library.
Additional steps that help resolve the issue:
Put existing backup jobs on hold
Ensure that each additional tape drive is enabled on backup software
Delete the existing partitions
Before deleting partitions, make a note of which backup jobs are going to which targeted partition, so that partitions are assigned back to respective backup job after recreation.
Also make a note of the partition names and number of assigned slots.
Deleting partitions prompts re-targeting the respective backup job to some other device. The backup jobs can be targeted to "All device" for time being.
Go to C:\Program Files\Veritas\backup exec\beutility.exe and run the utility. Click on 'All media servers' and then right click on media server name. Click on repair database. Please note that it will restart the backup exec services.
Recreate partitions
Re-target backup jobs as per previous configuration
Take the backup jobs out of hold.
Retry backup jobs.
