Fixed a security vulnerability associated with asymmetric encryption of credentials

Fixed a security vulnerability associated with asymmetric encryption of credentials. The credential encryption will be updated to utilize hybrid encryption. All the credentials that were encrypted using asymmetric encryption before v11.3 will be re-encrypted using hybrid encryption.

Note:

If your portal is running a version prior to 11.3, it will not connect to any Data Collector which is version 11.3 or later. The portal must be upgraded to 11.3 or later in order to connect to a Data Collector which is version 11.3 or later.
